The Agenda 21 process in Upper Palatinate was started as a Bavarian model project in Neumarkt in 2002. The objective was to produce a city mission statement with a view to implementation involving as many citizens and local actors from civil society, associations, clubs and the private sector as possible. The "Day of Visions" on 18th May 2003 was an important step on the road to a city mission statement. This was a large sustainability event that was attended by several thousand visitors. The question at the fore was "What do I think Neumarkt will be like in 2025?". The initial implementation steps were discussed in the ensuing citizen’s conferences. The city mission statement – "Neumarkt: Fit for the Future" emerged at the end of the participatory process. Since the city mission statement was decided upon, the residents of Neumarkt have been working on implementing it. 50 percent of all the projects specified in the city mission statement have already been carried out or are in the planning stage. Neumarkt community centre provides a concrete place where citizens can actively take part in implementing the city mission statement.
