The Local Authority of Hellenthal, North Rhine-Westphalia

The Local Authority is located in Eifel and has approx. 8.600 inhabitants, making it one of the smallest municipalities in North Rhine-Westphalia. The overarching goal of the Local Authority includes creating a legally binding general framework for sustainable development of the quality of life, work, free-time and housing. The draft mission statement that was drawn up by citizens in 2003, inspired by Agenda 21, entitled "Sustainable development of the Local Authority – mission statement for the Local Authority of Hellenthal", was developed into a final mission statement for the Local Authority after a participative process involving companies, associations, groups and institutions. Hellenthal Local Authority Council voted unanimously in favour of this on 29th September 2005 and it has served as the yardstick for all citizens, policies and the administration ever since. The target groups that were organised by the working groups have already held more than 100 meetings on different Education for Sustainable Development topic areas.
